Where can that version (or higher) be downloaded?

The version included in the "DUEPROLOGIC_USB_FPGA_PROJECT_4.0_DVD" download, does not make the programmer hardware appear at all for me in Quartus.

The version available at https://earthpeopletechnology.com/wp-content/uploads/2013/03/EPT_BLASTER.zip does allow the programmer hardware to appear for me in Quartus, but it says that Active Serial Programming is not supported and it shows as v1.3b instead of the v1.6b that shows in the documentation.
